The PCB levels of concern are 1 ppm in soil and 0.05 ppm in fish downstream.  See page 11 at https://semspub.epa.gov/work/04/11154626.pdf . 

The reason for the levels of concern of 1 ppm PCB is that they bioaccumulate up 274,000 times in fish. See Table 3 in attached paper Nebeker et. al. 1974.

The reported cleanup costs for the Ward Transformer site is over 80 million dollars for various stages over a 40 year time period. The cleanup is not done yet.
